1. Offer Compliance and Approvals

  1. Verify role classification and exempt or nonexempt status.
  2. Confirm salary and pay structure comply with internal policy and local law.
  3. Obtain required approvals from HR, finance, and the hiring manager.
  4. Schedule or confirm completion of background and eligibility checks.

2. Job Offer Preparation

  1. Confirm final approved compensation, start date, and reporting line.
  2. Prepare a clear written offer letter with job title, salary, and conditions.
  3. Gather benefits, bonus, probation, and other employment terms to include in the offer packet.
  4. Set an offer expiration date and document extension rules.
  5. Coordinate start date availability with hiring manager and IT for onboarding readiness.

3. Offer Communication and Negotiation

  1. Send the offer using the approved communication channel and track delivery.
  2. Track the offer status, delivery date, response deadline, and candidate response.
  3. Respond to candidate questions promptly and document answers.
  4. Record candidate acceptance or declination with date and time stamps.
  5. Negotiate changes in writing and obtain approvals before updating the offer.
  6. Confirm receipt of signed offer and return of any required documents.

4. Offer Acceptance and Documentation

  1. Store the signed offer and related correspondence in the employee file.
  2. Update HRIS or personnel records with start date and compensation details.
  3. Securely store background-check records, right-to-work documents, identity verification, and other required employment records.
  4. Create and share a benefits enrollment checklist with the new hire.
  5. Log approval history, version control and authorizing signatures for auditability.

5. Post-Offer Follow-Up

  1. Notify the hiring manager, team and payroll of the candidate acceptance and start plan.
  2. Schedule onboarding activities, orientation and first week meetings.
  3. Confirm IT access, equipment provisioning and workspace setup before start.
  4. Review compliance items and documentation within one week of start date.
  5. Conduct a brief post-offer process review to capture lessons and update templates.
  6. Record declined offers, capture the reason when voluntarily provided, and update the recruitment status.
